Why consulate backlogs keep growing
Italian citizenship applications have surged over the past decade. With Italian ancestry spread across millions of Americans, demand for appointments far exceeds consular capacity. Law 74/2025 has reduced the total eligible population, but the existing backlog — built up over years — has not cleared. High-volume consulates are still working through applications filed years ago, and new appointment slots open slowly.

What to do if your consulate is years out
If your consulate's wait time makes the consulate route impractical, you have two meaningful alternatives.
The ATQ court route. The ATQ (azione di accertamento) route lets you file directly in Italian court through a licensed Italian attorney, bypassing the consulate entirely. Under Law 74/2025, all new ATQ cases are filed at the Court of Rome and typically resolve in 1–3 years — faster than most US consulates. The trade-off is cost: court cases run $6,000–$7,500 vs. $2,200–$2,600 for a consulate application. For applicants facing a 6–8 year consulate wait, the ATQ route is almost always the better practical choice.
Apply in Italy. If you're able to establish legal residency in Italy, applying at a local comune (municipality) is the fastest route — often 6–12 months. This option requires relocating for the duration of the process, which suits some applicants (particularly those who want to spend time in Italy) but not others.
